Currently companies in Germany are able to send electronic VAT return and EU sales list, using so called ‘free access’ provided by fiscal administration. This free access solution will be closed as of 31st of December 2012 and only registered access will be allowed. More details on legal background can be found on the website from ministry of finance (available in German).
This means, that only data transmitter with authentication are allowed to take part in this process, starting on 1st of January 2013. This should improve protection of sent data and replaces so far supported public key procedure. Additional information on the supported authentication measures can be found here (in German).
